Promoting cooperation between public institutions and civil society to reinforce crisis response capacities through effective coordination mechanisms, information-sharing systems, co-production of public services, and innovative local solutions.

Hybrid threat analysis

Conducting strategic conflict analysis and prospective assessments of hybrid warfare dynamics, including disinformation, attacks on civic space, corporate accountability and impunity, societal polarisation, and the role of non-state armed actors.
