Civil Resistance and Institutional Resilience in Wartime Crisis Response: Insights from Ukraine Since the Russian Full-Scale Invasion (Febriaru 2026)

This webinar examines how Ukrainian communities have responded to wartime challenges through local governance, civic mobilisation, and democratic resilience. It explores how decentralisation reforms, civic engagement, and the evolving social contract since 2014 have strengthened communities’ capacity to manage crises, solve collective problems, and sustain democratic institutions during Russia’s full-scale invasion. Drawing on the experiences of Ukrainian scholars and practitioners, the discussion highlights community-led resilience, civil resistance, local governance innovations, and citizen participation as key drivers of democratic transformation and societal resilience in times of war.
